UOKiK for competition law at the ICN
  • UOKiK co-chairs two International Competition Network working groups.
  • The Polish Competition Authority participates in activities that promote consensus building and convergence towards common competition policy principles in the global antitrust community.


As of this year, the Office of Competition and Consumer Protection (UOKiK) co-chairs the International Competition Network (ICN) Advocacy Working Group together with Egypt, Japan and Singapore. At the end of November of this year, a webinar “Successful advocacy towards governments and legislators” was held based on the report of the ICN Advocacy Working Group: Report on Explaining the benefits of competition to Government and Legislators.

During the webinar, representatives of individual countries discussed:

  • practical examples of successful advocacy initiatives aimed at governments and legislators,
  • key conclusions, success factors and experiences that may serve as guidelines for others.

The International Competition Network is a platform where competition authorities can maintain regular contact in a specialised, yet informal, manner and address practical issues related to competition law.

The ICN is unique – it is the only global forum dedicated exclusively to competition law enforcement, and its members include national and international competition authorities. The Network’s efforts are also actively supported by representatives of the academic and legal communities, known as NGAs (Non-Governmental Advisors).

The members of the Network prepare work products  through their involvement in flexible project-oriented and results-based working groups The representatives of antitrust authorities cooperate within five working groups:

  1. Advocacy
  2. Agency Effectiveness
  3. Cartel
  4. Merger
  5. Unilateral Conduct

Working groups are chaired by up to four members, whose term of office lasts three years. From 2025 UOKiK co-chairs the Advocacy Working Group together with Egypt, Japan, and Singapore.

In addition, the ICN has implemented the Framework for Competition Agency Procedures (CAP). CAP was developed to strengthen the principles of procedural fairness in the enforcement of competition law. CAP provides an ICN implementation framework for competition authorities. UOKiK also co-chairs that group together with Germany and the USA.

In 2026, the most important event will be the ICN conference in May, which will also mark the 25th anniversary of the network’s activity.
